TERRORISM TODAY

UNIT 3: STATE TERRORISM

Terrorism is not limited to groups/individuals.  In fact, states can sponsor terrorism through direct action or assistance of terror organizations.  This unit will explore how states have engaged in terrorism as both foreign and domestic policy.  In addition, there will be a focus on governments who have engaged in genocidal domestic terrorism (i.e. the Khmer Rouge in Cambodia, Slobodan Milosevic in Bosnia, and the Janjaweed in Sudan).  Students will then evaluate the international response to state sponsored terror to determine if governments who engage in such actions are being held accountable.

  • Can a state be a terrorist?

  • How do states justify terrorism?

  • Why do governments use terrorism as an instrument of foreign or domestic policy?

  • Do terrorists need a state?

  • How are states held accountable for terror?
